As we progress through the assessment using the framework as a guide, we strive to empower and enable parents, to safeguard their children, encourage them with feelings of family responsibility and equip them for living independently in the wider community.
Individual Support Plans are prepared for families at Cheshire House. These are developed in conjunction with the family, Local Authority and Cheshire House. All parties must agree to the individual plan at each stage of the assessment.
The plan details a comprehensive instruction of areas to be assessed during the placement, which is often court directed. The process involves a development pathway leading from an Initial Stage of “Full Observation” through to “Partial Standback” and on to “Full Standback”. Families can only progress through the development pathway when they demonstrate competence in achieving the outcomes that are defined within the individualised support plan.
Throughout the assessment staff evaluate the parent’s perception and understanding for the need to change based on Prochaska & DiClemente’s Comprehensive Model of Change (1991).
In order to achieve and meet the demands of the Public Law Officer and assist the Local Authority and courts in meeting timescales, Cheshire House is able to offer the services of a psychologist on site if requested by the Local Authority. Full details are included within the Statement of Purpose.

Throughout the process Cheshire House ensures that the Local Authority, family and other professionals are involved in the monitoring and assessment of the family’s development within the service.
Interim reports are prepared throughout the assessment period and a final assessment report is prepared with professional recommendations for the future support of the family. This is taken into consideration by the Local Authority and courts in determining the future of the child within the timescales for the child set by the court.
Peace of Mind
Round the clock supervision is available within the private living accommodation through audio and CCTV monitoring equipment, which can be used to observe situations where children may be at risk. There is also an intercom system within the living accommodation of each flat, enabling residents to contact members of staff if they have any concerns throughout the day or night.
As play activities are integral to the service, there are also safe and secure play areas available both inside and outside of the centres.
Family Development Team
To provide this specialised service, Cheshire House has a highly skilled and experienced team with a range of expertise to provide for the spectrum of needs - including parents with learning difficulties, psychological problems, antisocial behaviour and drug and alcohol abuse.
Cheshire House supplements its “in house” expertise with suitably qualified external professionals where necessary.
Quality Assurance
A robust quality management system is in place to ensure that family assessments are objective, fair and address the letter of instruction. Court reports reflect the analysis of the evidence based findings.
